IRIS-4994: Handle contact groups caching for new or edited groups

This update ensures proper handling of contact group caching in different scenarios. When a new contact group (CG) is created, it will be inserted into the sorted position, displayed as active, and auto-scrolled to the bottom when on the /groups/contact-groups page. Additionally, when a new CG is created elsewhere, the contact group cache will be reset, addressing scenarios such as uncached items, modified CG names, unordered deletions, and complete cache emptiness.
